Batman Beyond which is one of the best versions of Batman in the future shows Bruce giving up the cowl before he becomes just like the murderers he tries to jail.
The most rational choice for Shirou is, keeping his area as safe as possible which can be done after HF where Sakura is protector of the city while Rin goes to get railed at the Clock Tower. Then produce a heir with Sakura who will have amazing power by combining Sakura's endless mana supply with Shirou's skills, and make him continue the path of the protector.
