I'll address what I can by saying that the whole "Sonic is the catalyst that changes others" IS, by itself, a narrative. If I change the narrative to be "Tails is the catalyst that changes Sonic in X story arc", then there's no way you can say that's OOC. The only assertion you could make is that you personally don't like that narrative.

Well, I AM, because who Sonic is and what he does is dependant on his surroundings (That is, if he is an actual character and not some incomprehensibly inhuman creature). If the surroundings don't reward what he does, then he should change what he does. That's how character development works, and that is not OOC as there is no inconsistency.

Not surpassing Sonic in a Simon-Kamina manner, which is what I think you want. The proof of that is that they just kept adding more side characters for Sonic to inspire instead of developing Tails further. They developed Tails just enough for him to be kinda cool, but never enough to touch Gary Stunic's radiance.
Besides, the idea that a character can never go past its original intention is silly. I agree that stories should be planned ahead, but there's no problem in making a character go a completely unexpected path if there's no inconsistency.

I AM writing Sonic, Sonic in a different narrative is still Sonic.
