I think that those bloomer are a different design but in general, no, they aren't a thing anymore. Bloomer or buruma aren't really a thing nowadays and if a Japanese game or anime of the 21st century has a character with bloomers or those shorts, it's just an otaku thing or something.

And yeah, an Atelier character has never appared wearing buruma, at least in official media.
