They don't, MoeLotls don't come with a hostile faction and if you antagonize them their raiders don't come with level 5 skills, which is where things get crazy. They are honestly extremely easy to take down due to their very low pain shock threshold, and their very slow ghoul-like regeneration allows you to harvest infinite non-vital organs from them, which is a bad exploit. Their faction add-on adds a hostile faction, but they are melee-focused and are weaker than neanderthals. You have to actually toggle the crazy difficulty in the mod settings to see demons like pic related.
Good HAR races respect your game by not making their raiders broken, no matter how high the ceiling for the race actually is. Miho, for example, come armed to the teeth but in very small numbers in the endgame. They are easier to fight than imperials despite their gear being better, partially due to the fact that their base stats are rancid but also because they don't actually gear them in their true endgame gear. Dragonians are fucked sideways in raw stats, but they don't have a hostile faction. There are, of course, races that don't respect that like Milira (has a permanently hostile INSANELY powerful faction, but it does have a difficulty setting), Ratkin Factions+ with Ratkin Weapons+ installed (raiders have no limit to weapon and apparel quality, will come with excellent+ weapons with ANY material even in early game if you're unlucky), or even Moosesian (ridiculous base stats, will literally punch your pawns' head off). You never know until you try the race, but most of them don't hijack your game and make you live in permanent fear of their raids. Unlike Milira.
Revia is as strong as Dragonians, maybe even stronger at max tails. I would say they are one of the broken races, especially since they don't have a major drawback like disabled work types and x5 market value like the dragons.
