I'm about to play Engage on Lunatic for the first time. Do fixed stats make any particular character(s) unusable?

Every SINGLE Fire Emblem game I have played has a full cast of top tier girls.
Some are better than others of course, but they have consistently created cute characters.
How do they do it?
