outside any city, shropshire is good, shrewsbury is nice. widnes is a nothing-town but it's very white, as are most traditional british pubs.

also liverpool was much smaller and poorer untill 20 years ago. it does have it's brown neighbourhoods but it's way better overall than manchester.
