At first it seems like begging but than you realize its more of a blackmailing stuff.
People usually dont tip because they want to support the servers who is a lazy bum who wont work anything else than carrying plates a few meters from A to B.
People are scared that they will end up with spit in their food so they act all nice and friendly to the server and than tip him for not ruining their experience somehow.
