Like with everything in storytelling, it's a fine line. You definitely don't cede a lot of screentime to the self-insert character but at the same time, unless we're talking those trashy Twitter webmangas where it's just POV blank slates, you have to give the MC enough personality and agency that he functions well within the story you're telling and that the romance with the LI is enjoyable and believable as a result but of course never at the cost of the reader's self-insertion/roleplay. Kouhei falls a little below the threshold.
I'd love to be proven wrong about the author being female but gut feeling screams female. Who knows at this point, probably won't come out and confirm it anytime soon..
