The Soviet Union used to paint logs to look like nukes and parade them. No nation with an actual military needs to parade shit around. There's a real possibility that the Soviet Union got nukes. But you cant just leave your nukes sitting around forever. you have to decommission your nukes and build new ones. The US nuclear program was so compartmentalized, when we figured out you can just leave a nuke lying around and have to decommission and replace it, we had to start from scratch, since everyone that knew how to build a nuke was dead. This was a program codenamed something like operation green brick or green foam or something.

TWO: The Russians have already faked having nukes by parading around logs. Theres a concerted effort to try to convince your enemies you have more nukes than you have. So theres a possibility of hoaxing a nuke test. IE droppings something thermobaric, then seeding the wind so hopefully somebody watching will say oh that guys got a nuke.

THREE: The way we determine the Soviets working Nuclear stockpile is 100% guess work and its to the interests of the guessers, Big GOVERNMENT and Military Industrial complex to INFLATE the numbers, since it makes big bad Russia look like a big bad threat we have to prepare to defend against. Reasoning also suggests its better to prepare for MORE nukes than LESS, in case you guess wrong.

In Conclusion: theres a strong argument Russia is a post Nuclear power. Theres also evidence that suggests we have no idea of our own REAL nuclear threat and the possible number may be 0 as much as the inflated published number.
