It doesn't have...but you are put in a server with other people who started at the same time as you. Beyond that you are never going to catch day1 players or something like that. It doesn't matter that much tho, it's a marathon, not a race. You are going to reach the last chapters in like 6 or 8 months. Just play at your own pace.

Only collab characters are truly limited so you can get all nikkes all the time, except seasonal units like summer or Christmas who get reruns each season. The game even has a wishlist mechanic so you can put there the nikke you want and then roll and roll and roll. It all depends on your luck tho
