there are some characters (ie. yellow Enel 7 cost and Blue Boa Hancock 6 cost) that have effects nullified when a Monkey D. Luffy character is present on the board, for thematic reasons. I think they might lean more into this kind of thing in future sets, so it makes sense that they're setting the foundation for it now. As for what I prefer (only 1 of each Character Name) I don't really care, as long as it's coded into the game's system in a fair/balanced way - and I think it is in OPTCG

Enel is countered by Luffy because he's Lightning-based and Luffy is Rubber-based. Boa Hancock is countered by Luffy because she's in love with him, he's the only person in the world who has complete control over her
