Adding more to this:
I sincerely believe that Lost World was meant to be a Sonic X-treme remake. There's too much evidence suggesting this, especially when Sega was pandering to Classic era fans during this time.
Sonic Team likely thought that the best way to show fans that they're changed for the better by bringing back Sonic X-treme from the grave and finishing it.
