Putin has been fuming about the independence of Ukraine since he was Boris Yeltsin's Deputy Chief of Staff. The plan, accidentally leaked by Lukashenko, indicated that Putin depended upon having seized Ukraine's army to conquer to the Baltic states. Maybe its legacy or power or glory, but now Putin has none of it.
