Byzantines were definitely rotting in 1337, but they were in a FAR better place than EU4; in EU4 you start basically immediately before the Ottomans took Constantinople.
In this game, you start about 80 years after the Palaiologos took over. iirc, the ruler will be Adronikos III who is considered to have been one of the final truly "good" reigns of Byzantine. It was his death and the regency of his son that lead to civil war that brought the Byzantines further into rot.
Basically a perfect (narratively, anyway) time in history to change course for the better. Byzaboos will be celebrating
