We only re-issued all those older revolvers & adopted new ones because the AEF wanted every front-line soldier to have a handgun for self-defense at close quarters, and that would require an estimated 2,000,000 pistols. M1911 production in 1917 couldn't hope to supply that number in a reasonable time frame so in desperation any commercial handgun capable of using .45ACP was adopted as a stopgap; they were never meant to be a long-term solution.
