It's a mix of cynicism and love of gain + money while also wanting, needing, choosing an enemy to hate and to produce crazy, chauvinistic nonsense propaganda about -- and then feeding from that same trough -- because it's the only thing in Russia that allows the population to experience a nationwide simultaneous collective orgasm (in absence of science, the country's own culture, and other factors). This is an army which plundered their own people while "liberating" Kursk.
