I agree with all of your points, but the class is still power crept, and the talents near the top of the arbitrator tree are far too strong for how easily and efficiently you can get access to them. It feels like you were supposed to take at most 3 of those, but nowhere below the blitzes offers any tangible benefit for heavily investing in both sides except the bottom, and the bottom has a couple of extremely efficient talents.
See pic related. That's a genuinely good way to build obscene amounts of survivability. It's not that I think having the skill tree set up like this is bad, but rather, I think that the numbers up there are too big, while the numbers further below don't stack up against it. Top-heavy is incredibly strong, you should try it some time.
There's also the part where there's relatively little reason to go very deep into the bottom of the tree, because the handful of efficient damage nodes are more than enough to make the class extremely strong, especially with the clearly power crept exclusive melee weapons they got.

Yes, I agree with everything you said, but arbitrator doesn't need to damagemaxx to output silly numbers, and pathing to the actually good damage nodes is either piss easy, or literally free. Using the zealot example, you're committing yourself to a very specific build, while arbitrator can take those talents on virtually every single one. Which is good! But I think the numbers are too high for how easy and free it is, and most of all, the class' melee weapons seem to be too strong.
