Anyone with good analytical ability can tell if they will be good or not when she drops and properly looks through the kit., reads the official site for details and tests her.
Just looking at her kit she will at least be decent. Mobility is always good, CC like stuns are always good, good teamup, fast projectile/hitscan is good and ult will at least on paper be situationally good since it could fuck over several vanguards, strategists and some duelists.
Self heal, even if the numbers aren't big, is also good since it gives sustain and technically gives you higher EHP in combat.
