A lot of reasons.

>Nintendo exclusive - locks out PC/other consoles which means you need to buy a Nintendo console just to play the game
>Most mainstream popular games are free to play these days. Splatoon costs $60 and likely soon $70 up-front on top of paying Nintendo $20 a month to use your own p2p connection
>Filtered by motion controls - need to use gyro controls to actually excel in the game, no option for mouse/keyboard (yet)
>Overly cutesy aesthetic/initially marketed in a childish way with "YOU'RE A KID NOW YOU'RE A SQUID NOW"
>Unreliable network issues/bad matchmaking, which is partially to do with Switch 1's weak network capabilities, but also shoddy netcode particularly at Splat 3's launch. The matchmaking is still pretty lopsided.

Now that being said Splatoon is extremely popular in Japan, and in general is Nintendo's 4/5th best selling franchise right now behind Mario, Pokemon, Zelda, and Animal Crossing. That's pretty crazy for a game that came out on the Wii U. I think it has potential to grow more, and it not being totally embraced by the mainstream is still fine at the end of the day, as the popular mainstream games right now are slop like fortnite, roblox, apex, GTA V, fifa, call of duty etc.
