If you're willing to spend this much on a new build, I would suggest that you invest in a 4 or even 8-bay NAS setup (with some kind of redundancy) at some point to alleviate the need for your desktop to hold so many drives. Then you can gradually fill up your NAS with enterprise drives from server part deals or similar as you need.
