They introduce themselves the exact same way in 3 because they're from different worlds. They are agents of the apocalypse, they always appear at the cusp of an apocalypse. Even in Raidou 2.

3's center of conception happened there, too. It's the only place you can access kagutsuchi. In 5 they tell you the conception started at the hospital, they also say the center of the conception is in Chiyoda. Both of these are true for 3 AND 5.
