Does the DLC make it look like krat is functioning normally?
Its not like a city can fall all at once, and there are the Stalkers. It was a gradual process. When we awake in the start of the game its been at least a year of complete chaos, and people are still out and about occasionally such as the guy looking for his Puppet wife. Some people are huddled in their homes, some are just hanging up in Puppet ridden opera houses. No one acts like their society is over, its just in crisis mode.
