Bruce also funds work training courses for all the poor who use to hench for his rogues so they can get well paying jobs at Wane Enterprises. This improves the economic situation in Gotham and makes the quality of life in the city such that crime drops to record low levels since people no longer feel the need (in most cases) to turn to crime to make money to live.
