Well, one of the problems with GDKP's is that because there is so much gold being traded/mailed, a lot of the gold-sellers actually sell gold via the GDKP's themselves, or they use the excuse of GDKP to hide their activities. For example, I would often mule gold to my friends/family back in Classic for GDKP's since mail took an hour. Sometimes I would just loan my nephew tens of thousands of gold so he could take a screenshot for the more elite GDKP signups.
It becomes extremely difficult for Blizzard to differentiate between legitimate and illegitimate gold transfers, so they don't even try.
This is one of the reasons I think GDKP is a bad idea for private servers since most of their GM's are volunteers, and they tend to be overwhelmed already with tickets and trying to police botters, multiboxers, and other things.
Since my GDKP doesn't use gold, and since "muling" badges isn't realistic, and since the "cuts" are done automatically. It wouldn't allow gold-sellers to hide their activities with GDKP.
