The reason why civilisation emerged in the middle east isn't necessarily because of (genetic) specialness of the Sumerians, it's just because flood plains really is the only type of geographical region in which civilisation can emerge in at all. After it has emerged, the barrier for its diffusion to other regions is lower, but the initial step requires an enormous food surplus, an enormous amount of people confined in a relatively small space, and lastly the means for a small, violent elite to impose themselves on the majority - in this case, most likely by controlling the irrigation
