The first thing they would have to do is to basically declare war and have people start hitting ICE, CBP, etc - Whoever dares shows up in LA. That's the only real route left for these bastards. Their only nonviolent weapon they had was basically blackmail, threats, moles, and it looks like none of it is working cause Trump learned from his 1st term and rehauled everything.
