The offworld colonies didn't get a lot of attention until Insurrection / Lawless, beyond them existing and being a point of friction for the Klegg empire and other Mega City colonisation efforts - I think it was the Sino Cits that were Mega City One's big rivals in outer space, but its been so long since I read about it I can't remember.

Assuming you aren't mulched by aliens, are a baseline human, are willing to keep your head down, obey all the rules and behave as if you're in a slightly more relaxed version of Mega City One, then the colonies do seem to be a better life than what the average cit expects. Robots and uplifted animals are more common, especially on the frontier where there's lots of construction and dangerous jobs to do, but are essentially second class citizens in colonies where Justice Department has more control. The series Insurrection is what happens when a colony decides that the way the Big Meg does things is unjust and actively try to resist, while Lawless is more like a western with a frontier town slowly getting more civilised*.
