It was animated by Deen, back in the 90s they created many anime original stories that were not in the manga, they did it in Kenshin and You're Under Arrest as well, for example the 90s Kenshin anime has 95 episodes and only 43 adapt the manga and do so very loosely
it never bothered me in Ranma since we got more nudity thanks to the anime original episodes and I also thought Nabiki was more likeable in the anime as well
the TV thing isn't a good reason to censor the show when it is is streaming exclusive even in Japan, they could just release it uncensored in BD, but MAPPA doesn't allow nipples in any show
