Not how it works. Character B could have exploited Character A's weakness, used a weapon or could have been a better fighter despite being weaker. It seems obvious, but it's worth noting since powerlevelfags are infamous for not providing context.

In the case of DragonBall, characters would hurl attacks at each other that are many times larger than their own body mass. Cell is 7', but SS2 Gohan's kamehameha was massive Given the size disparity between Cell and the Kamehameha, it's not possible for Cell's body to absorb the entire the entire blast. In that same arc, Vegeta had to aim his Final Flash at a certain angle to avoid destroying the Earth. When Goku did his Kamehameha fake-out against Cell, the Z-Fighters were freaking out because they thought he was going to destroy the Earth. And of course, Gohan passes them in every way possible, so I'm not doubting that he can destroy a planet.
Using Newtonian physics to justify AP doesn't work. Toriyama didn't have fucking physics in mind in justifying why Gohan's blast didn't destroy the Earth. The justification was that the story must continue. AP is just a dumb attempt by powerscalers to try and explain shit that the author themselves would handwave for the sake of plot convenience. But in doing so, the powerscalers create more confusion.
