Like I said in the post, what matters is what the people are advertised so they spend money for a form of entertainment. Whether that ancient tradition is bullcrap is irrelevant. What matters is that it looks plausible, which means preserving things that at least look plausibly old. But in order to keep that veneer of tradition, you need to have the right mentality to maintain it. Even cargo culting what's old is better than trying to modernize things the wrong way.
There's a reason why stables still get supporters and tourists paying money to watch traditional sumo practices. Nobody shows up to watch them lift weights because you can go to the local gym and watch any random guy lift weights. They want to watch sumo wrestlers doing sumo exercises to prepare for sumo bouts. Sumo is unique, and that's what makes it special. Sanding off that uniqueness, even a little bit, robs it of its appeal.
