The first time you meet Caesar, he will comment on certain quests you've done. Because of that, I always make sure to:

1. Kill Vulpes before going to the Fort, or complete Cold, Cold Heart after talking to him in Nipton
2. Complete Lucky Old Sun and choose whether to activate ARCHIMEDES
3. Let Hanlon live or pressure him into suicide during Return to Sender
4. Destroy either Nelson or Camp Forlorn Hope
5. Prevent or allow the monorail to be destroyed at McCarran
6. Interrogate or kill Silus at McCarran
7. Kill the Khans, help them leave, or kill the NCR during Boulder City Showdown
8. Help out the Kings during G.I. Blues, then either ally them with the NCR during Kings' Gambit or make the Kings permanently hostile towards the NCR (depends on run)
9. Either help the Van Graffs or help Cass destroy them
10. Help or ruin the Omertas' plans to bomb the Strip
11. Visit the Khans and either destroy them, befriend them, or convince them to betray the Legion (depends on run)
12. Get my NCR reputation below Accepted if I'm doing a Legion run, otherwise keep my NCR rep at least Accepted
