None of the stuff OP suggested helps because the franchise doesn't need a soft reboot like Rush. Rush is doing fine in Japan but you know what's doing better? That's right, regular yugioh, the same old game we know.
The only thing the franchise needs is a new anime that follows the rules of the regular game, not Rush, so it becomes even better to sell/advertise/growth along with the franchise.
The proof for that is Yugioh 5D's being recasted in Japan got viewership numbers so high that it outclassed actual airing animes. An almost 15 year old show broadcast did that for multiple episodes. So there's a need for a breath of fresh air, and a good, new anime can definetely provide that. It it somehow links with Master Duel as well, then Konami hits jackpot.
Most of the times people suggest a reboot is because they're people that don't feel connected with the franchise anymore, mainly because they liked playground yugioh, which was never how the game was like >>96153798 is. Which is the result of people just being out of touch/ignorant about things and not wanting to learn.
Outside of being that, reboot is not a definitive solution, otherwise, Cardfight Vanguard would be the #1 cardgame, but it is now on his 3rd generation, being rebooted twice, and barely surviving.
