Tails is a mechanic, an inventor, a tinkerer with machinery, not a super genius. Adventure 1 copied Adventures of Sonic the Hedgehog by having Tails make a flying machine for Sonic, which in hindsight was probably a mistake, Maekawa took that idea and extrapolated that into 'Tails must be just as smart as Eggman' even though both Sonic and more importantly, Tails, are shown to be blown away by how high tech Eggman's technology is in that Adventure. The Japanese script makes this far clearer.
