Which characters could use a bestie? Like, as an actual friend, not a romance thing. I'd start with Lanolin, she barely has friends in-canon. Tangle may dislike her at this point, Whisper is... Whisper and they weren't that close, and Jewel is much better friends with Tangle. The other character I could think of who could use one is Metal Sonic, he seems pretty lonely too.

Yes, Tails being stuck in the mech was a mistake, but blaming Maekawa for that is silly. That is a game design decision based in the fact that SA2 was built on Sonic, Knuckles and Gamma's playstyles from SA1. Gamma's playstyle was given to Eggman, and when they decided to have Shadow, Rouge and Tails playable as well, they just made Tails into an Eggman reskin so they can have the Hero/Dark parallel synergy.
Making Tails into an Eggman reskin gameplay-wise is the mistake, but how Tails is written in the actual story is just fine.
The bare minimum to get Tails right is to have him be "Player 1.5" or "Player 2" like he was in the classic games. That's pretty much it. Tails has to be written with the understanding that he is a dual protagonist with Sonic, and is as much of a "player in the game" as Sonic is. Even if only Sonic is playable in the actual game, Tails has to be written as a second Sonic functionally in order to be portrayed accurately.
Tails' intelligence is largely irrelevant to that, in and of itself.
