Not if the difference is overwhelming. Goku as a kid was hit by what were essentially sucker punches multiple times but he walked it off because he was that much stronger. Goku himself as an adult hit much stronger opponents with sucker punches and all that did was annoy them (Such as when he kicked Freeza's head after tricking him with kamehameha), and we've had other situations like that too, such as the multiple times Nappa was sucked punched, and he wasn't worse for wear.

Gohan himself comments that Cell was stronger than he thought too, so their powers were comparable, broken arm or not.
