By absolutely any metric you could think of a part from the number of developers metric. GNU/Hurd gives you an environment that is functionally identical to Linux with most of the apps and services working out of the box. It also run on real hardware

This is more tricky. It’s better since it is a multi server OS created from the ground up with virtualization in mind. But is it really a substitute for BSD? I don’t think so: BSDs, particularly NetBSD has its strength in the simplicity of the implementation. Also Hurd and BSDs share roots in their early developments, as such the code bases are highly cross-compatible. The virtual memory manager is practically the same, even more so in the MacOS version of BSD. So much that Hurd is moving to use NetBSD drivers
