What does the I See You perk from Undertale actually do?

Does it make the Undertale world more meta? Does it allow you to perceive gods and eldritch beings? What would it do in future jumps/are the any other jumps where it would have an interesting effect? How would you use it?

I don't know, I can't manage to settle on a satisfactory interpretation so maybe some outside perspectives will help.
