I feel that Richardson works because he's the exact opposite of a typical vidya BBEG. He's a weak, sickly bureaucrat you can easily kill. He's not someone who commands respect, inspires others or even really represents some ideology for the player to oppose. He's just an old man who somehow got elected as US president by his fellow, equally sick and feeble, politicians.
