From what I understand it's a 20% chance to get speed picked as a stat and then you get a 10% chance for it to be 3* if it's above 1100 and there doesn't seem to be a way to influence what stat is picked (that I know of but I'm a newbie so grain of salt, etc) so you end up with a 20% * 10% = 2% chance for it to be both speed and 3*

It does, but you can only rank up once per week anyway. And if you can't score wins to actually get the most points then having a higher team rank is pointless, isn't it?
