GSSR is every Anniversary (July on Global server) and New Years.
They have also been doing Jump Start GSSR that will either unlock when you reach a certain story progression, or immediately if you're past it when they add them. Two of those are in game currently. There may be a third coming but as these are one of the few Global-first features, we don't know if or when.
Destiny Summons are every Anniversary, and do not happen during New Years.
