Most countries in the world, even African ones (beside maybe like Nigeria due massive population) has a clear civic sense on cleanliness, garbage disposal and traffic, except South Asia, mainly India, Pakistan and Bangladesh.
It has nothing to do with county economic status, it is mainly a cultural issue. But why?
