Don't need to be. Operational tempo is not dependent on stealth or real speed. It's dependent on a continuous movement forward that dislodges and discombobulates the enemy to a degree where he can not adequately react and prepare against your actions, leading you inside his OODA loop and giving you a distinct operational advantage, which naturally also leads to a tactical advantage.
FPV drones are simply inadequate weapon systems in this context. They are not capable of stopping enemy maneuvers or offensives at a rate that is required for maintaining tempo or keeping the initiative away from the hands of the enemy. The success of FPV drones is an anomaly caused by Russian inferiority and inability to improvise, adapt and overcome to an adequate degree.
