Game Freak should make it so if you use Rain Dance/Snowscape/Sandstorm/Sunny Day with their respective weather rocks the weather becomes permanent. That way you can either quickly set weather by switching in Pelipper/A-Ninetales/Tyranitar/Torkoal or you can destroy your momentum setting the weather but having it last way longer.
