That's a stretch to presume it had a will.
A more likely hypothesis is that only being able to reach it at the end is a mysterious thing that just happen as if it was a law. Like: Alt-universe, reach the eye, be joined by other civilizations, debate what to do with it until the end of the universe then the last person alive accidentally trip and get inside.
