Yeah I think Sarah is another refinement of Romero writing female characters. That being said, I disagree with your characterization of her relationship with Miguel. Miguel was totally out of control and a threat to both himself and everyone around him. He nearly gets Rickles killed because he insisted on coming along to collect more zombies after Sarah attempted to take his place, and actually blames her for it. She sedates him after that, and when he wakes up he bitches at and insults her and says he's "done with her", which is why she throws him out. Miguel goes on to get two more people killed and himself bit, and in spite of everything Sarah still tries to help him. Clearly a mistake since he goes on to try to kill everyone.
No shit Sarah is scared, the difference between her and Miguel or Frankenstein is she makes a serious effort to keep cool and rational, and she remains one of the most even headed characters in the movie. The comparison to Rhodes is kind of interesting, because all things considered I don't think he ever acts particularly irrational in the film. Everything he does makes sense given the situation he is in and the information he has. He's an asshole but his men are literally getting into fights with each other and he correctly suspects the scientists' work is a complete waste of time. Threatening to shoot a couple of people really isn't that bad in that context.
