Traditionally RE has been about badasses but they're generally armed with the bare minimum, at least at the start. Chris in the original game doesn't even start with his handgun. IMO the whole "this is an elite cop/soldier/civilian" angle has been used to highlight just how fucked a normal person would be in the situation.
