I live in the east coast in an area with a high black and Latino population, black girl/Latino guy is the most common interracial relationship for black women. Black women find Latino men attractive, and culturally they are adjacent so her family will generally be accepting. Plus black women are starting to date out more in general, the shift in attitude happened sometime around 2020. Honestly the biggest thing blocking you might be that there aren't that many black people in your area.
