Have utilities that compliment the weaknesses of certain weapons / armors, and then other utilities that answer metas inside a faction.
EG:
Long cooldown strategems that offer a lot in a specific moment have the utility of being a powerful answer to calls.
Short cooldown reds/greens can alleviate the weakness of guns/support weapons in an avenue they don't do well in.
Then,
Balance blues and strategems to be exceptionally strong in certain situations, so people feel like they offer something to the party. But also give the tools to answer these problems less efficiently in case those players are lacking. EG: thermite and ultimatum can kill heavies but it's not something you want to repeatedly do. This way not everyone needs to bring THE COUNTER and fight over doing X. Players that bring the counter feel better for it and it evolves a role in the party.
