my headcanon is still that space jockeys needed to breed xenos to refine the bugs into black blood. Which is a extremely potent mutagen and basic building material for designing all biomechanical structures/creatures. Thus so called engineers were created and imprinted with a need to seed earth likes across the cosmos to serve as pool of hosts for farming xenomorphs

Weyland-Yutani was on a similar track by tacking an interest in their unique physiology for new alloys, vaccines, mutagens etc. They had not discovered how to program the black blood yet or even quite clear what it is exactly but were heading down a similar path

all of this bioweapon nonsense comes from ripleys short sighted speculation as neither alien 1,2 or 3 never specifies what exactly they want to do with the xenos
