They did it for the first one. Hell for a while that was the go-to strat for studios. Put out a dogshit PG-13 horror film, wait for everyone to complain that it wasn't gory enough, then release the "unrated edition" on DVD so people double-dipped.
M3gan feels more like a techno-thriller franchise than horror to me. You remember those thriller movies from the 90s and early 00s where they took a normal every day setting and then were like "but what if the step-dad or the next door neighbour is a serial killer?" and you have to watch as the main characters slowly figure it out while ending up in progressively more danger, like Domestic Disturbance or Disturbia. Both those movies are almost totally bloodless, but are excellent.
